Rep. Moul Calls on Gov. Wolf to Sign His Cost Saving Welfare Reform Legislation

House Republican lawmakers are calling on Governor Wolf to sign welfare reform legislation now on his desk to help control spending on state human services programs that are growing at a rate that outpaces available revenue. House Bill 59 would help contain costs for entitlement programs and includes reasonable reforms like work or job search requirements for able-bodied Medicaid recipients. House Republican leaders and a large number of rank and file members joined Tuesday in asking for the governor to sign the reform bill and not follow through on his threatened veto. Rep. Dan Moul (R-Adams), prime sponsor of the legislation, commented at the Capitol press conference.

Rep. Moul Comments on House Approval of Revenue Plan to Complete Funding of the State Budget without Tax Increases

The Pennsylvania House approved an amended state revenue plan on Wednesday that puts taxpayers first and does not require any increase in state taxes. The revenue plan authored by House Republicans is viewed as a financially responsible effort that not does not rely on additional state borrowing and calls for the utilization of existing funds in dormant state accounts to help balance the nearly $32 billion state budget. The amended revenue plan now returns to the Senate for consideration. Rep. Dan Moul (R-Adams) commented on passage of the legislation:

Rep. Moul Comments on "Taxpayer's Budget"

In an effort to protect Pennsylvanians from widespread tax increases proposed as a method to close the state’s budget deficit, a group of House Republican Lawmakers unveiled a proposal to bring the Commonwealth’s spending plan into balance without dipping into the checkbooks of taxpayers. The “Taxpayer’s Budget” would utilize money currently sitting idle in over 200 state-held accounts and redirect it to close budgetary shortfalls.

House Passes Moul Small Games of Chance Bill

Legislation that would change the laws regarding small games of chance in Pennsylvania has been approved by the Pennsylvania House. House Bill 1313, sponsored by Rep. Dan Moul (R-Adams), would eliminate weekly prize limits, authorize new games, change major league sports drawings, and amend the rules of tavern gaming. Moul said his bill will ensure that taverns can legally operate certain commonplace games of chance that are currently unlawful.

Rep. Moul Comments on Ongoing Efforts to Combat Opioid Addiction

Legislative efforts to combat the Commonwealth’s growing problem with heroin and opioid addiction was the topic of discussion at a press conference held in the State Capitol on Thursday. House Leaders, joined by the Governor and other lawmakers, announced the completion of the recommendations set forth by the Task Force and Advisory Committee on Opioid Prescription Drug Proliferation, and outlined plans to move the issue forward by initiating a special legislative session to tackle the problems associated with prescription drug abuse.

Rep. Moul Joins 2nd Amendment Supporters at State Capitol Rally

Gun owners from across the Commonwealth as well as pro-Second Amendment state lawmakers joined together in the state capitol rotunda on Tuesday for the Rally to Protect Your Right to Keep and Bear Arms. For ten years the annual grassroots event has highlighted Second Amendment rights and served as a platform for citizens to lobby for the passage of legislation to protect the firearms rights of Pennsylvania citizens. Rep. Moul Comments on Release of Taxpayer Caucus Report

A bicameral group of lawmakers has released the “Taxpayers’ Framework for Pennsylvania,” a comprehensive report identifying more than $3 billion in savings and efficiencies in state government. The report, released by the Pennsylvania Taxpayer’s Caucus, also includes recommendations to address the 2016-17 budget deficit with department specific policy proposals and savings derived from recommendations from Auditor General Eugene DePasquale, Gov. Tom Wolf and legislators.

Moul’s Bill to Increase Penalties for Repeat DUI Offenders Passes House

Legislation that would crack down on repeat DUI offenders convicted of vehicular homicide while under the influence of alcohol or drugs received tremendous support from the Pennsylvania House this week. House Bill 1353, sponsored by Rep. Dan Moul (R-Adams), would impose a mandatory 5 year prison sentence on the repeat drunk driver for each victim of vehicular homicide. Rep. Moul said there is no excuse for DUI and this legislation begins to address those who choose to repeat their crimes. House Bill 1353 now goes to the Senate for further consideration.

Moul’s Bill to Guard Landowners Against Frivolous Lawsuits Passes House

The Pennsylvania House has overwhelmingly approved to legislation that expands protections for landowners who open their land for public use. House Bill 544, sponsored by Rep. Dan Moul (R-Adams), would specifically limit the legal liability of landowners when they allow free access for purposes such as hunting, fishing and other recreational pursuits. Rep. Moul said his legislation will both insulate property owners from frivolous lawsuits and encourage the opening of more private land for recreational users.

Rep. Moul Ward Comments on the Latest House Effort to Finalize the State Budget

Lawmakers took action Wednesday in the state capitol to provide essential funding for the remainder of the 2015/2016 state budget. The current year’s fiscal plan remains unresolved due to the Governor’s line-item vetoes of more than $6 billion for basic and higher education, as well as money for the Department of Corrections and agriculture programs. The House and Senate put forth the supplemental budget legislation to address funding holes created by the Governor’s vetoes and restore state funding for these programs. The funding bill approved today provides for a 200 million dollar increase for basic education, a 5 percent increase for higher education, and ensures that no schools will close in the Commonwealth. Rep. Dan Moul (R-Adams & Franklin) said it is past time to complete the budget and hopes the governor will not continue to hold these programs hostage.
